This is a copy of an outside source. At the close of the war years, between 1943 and 1946, it was asked to what degree a few officials came to terms with the outside power. Both sides answered the question with testimony, and the testimonies did not agree; the record carries this as saman, contradictory statement.

One reading holds that these officials won the valley time and prevented worse — that what is called accommodation was a delay. Another reading holds that the same officials crossed a line and that their names should stand as such — that what is called a delay was a concession. The evidence suffices for either reading and fully for neither.

The council sets the testimonies side by side and raises none above the rest. The contradiction is neither erased nor resolved. No answer has come.
