Article 1 — Purpose This law protects the craft. Craft lives where the hand keeps the work small.

Article 2 — Registration A Guild is founded by being entered in the Lor-Orim register. Entry is free; no work may be made conditional on entry in a Guild.

Article 3 — Four hundred No enterprise may exceed four hundred workers. The limit may not be circumvented through partnership or division; jointly managed enterprises are counted together.

Article 4 — Count The number of workers is counted once a year, on Record Day, and entered in the register.

Article 5 — Excess An enterprise that exceeds the limit is given one year. If the excess persists at the year's end, new registrations, permits, and dispatch procedures stop; the register freezes until the enterprise grows smaller.

Article 6 — Master and apprentice The mastery examination belongs to the Guild. Apprenticeship counts as education, and its wage is protected by law.

Article 7 — Tools A master's tools are the property of the craft; their passing to the apprentice is entered in the registration.

Article 8 — Grounds The grounds of this law are entered in the register word for word: nothing may be greater than the country, and no enterprise may be greater than the state.

Article 9 — Entry into force The law enters into force on the day it is entered in the register.
